Section 11, Oil Agreement (1979)(Ratification) Act, 1982

The Government shall have the right to grant to other persons permitsfor the exploitation of substances other than Petroleum within theMining Area. In such case, the Companies shall afford safe passagefor the holder of the permit to the sites which he wishes to inspect orwork on, provided, owever, that any activities under the permits shall not in any way hamper tho Companies' operations.
