Section 18, Gratuities and other Benefits Act, 2001;

(1) Subject to the direction of the Speaker, the Clerk of Parliament shall be responsible for the management of the pensions scheme referred to in section 6 and all payments under that section shall be authorized by him. (2) Payment of pension and gratuity under this Act in respect of the President, Vice-President, Ministers, Deputy Ministers, Judges, the Chairman and members of the Electoral Commission, shall be authorized by the Minister of Finance.
